Most Rev’d Dr. Richard Arthur Palmer, PhD, MA, BA, BEd. BIOGRAPHY
OF ARCHBISHOP RICHARD ARTHUR PALMER Date of birth : 29th January 1946 (29.01.46). Made
deacon in 1974, priested in 1975, consecrated in London in 1997. Educated at
The House of the Sacred Mission Mission, Kelham, Nottinghamshire, King
Alfred's College, Winchester, Universities of Southampton and Winchester.
Taught and lectured in Hampshire, England. Chaplain in the Royal British
Legion, President in St.John Ambulance, Member of the Royal Overseas League
in London, Conducted worship in the Unitarian and Free Christian Churches,
The United Reformed Church. A member of the Standing Advisory Council for
Religious Education in Hampshire, UK. Bishop Richard Palmer's spiritual formation began in The
Salvation Army. He gave his life to Christ as a boy of seven at a Junior
Corps Meeting, and has never been the same since! He ran a Youth Centre for
the S.A. and participated fully in their work. Although baptised as a child
in the Church of England any involvement in Anglicanism only began after
Confirmation. His call to the priesthood followed as a student at the House
of the Sacred Mission (Kelham Theological College). Only after an interest in
mystical spirituality did he embrace Old Catholicism in the guise of The
Liberal Catholic Church. He joined former Anglican priests in a resolve to
embrace a greater sense of authenticity in sacramentalism. His ministry
spanned many decades culminating in his episcopal Consecration in 1997. He
furthered co-founded a number of Christian organisations including The Open
Episcopal Church and The Society for Independent Christian Ministry, being
passionate about the need for complete inclusivity in Christian service. He
discovered that The Episcopal Free Communion epitomises all that is wholesome
in a free, inclusive and sacramental understanding of what it is to be part
of the universal church of our Lord and Saviour Jesus Christ. ARCHBISHOP
PRIMUS EMERITUS
The Most Rev. Dr. Edwin Duane Follick, D.C., D.Th., Ph.D. Edwin D Follick was born in Glendale, California. He
grew up in Los Angeles with a next door neighbor who was a chiropractor and
department chair of physical education at a local high school. After
graduating from Pasadena City College, he earned his BA and MA degrees at
California State University Los Angeles in social science and education
respectively. The MA in social science and MPA degrees were earned at
Pepperdine University. Continued research in the social sciences enabled Dr
Follick to complete advanced study at St Andrew’s Theological Intercollegiate
London for which the was granted the PhD and DTheol degrees with research and
dissertation submissions. The PhD dissertation was entitled The Cultural
Influence of Mormonism in Early Nineteenth Century America, and the DTh
thesis was Jonathan Edwards: A Study in Colonial American Theology and
Philosophy. He subsequently served as a professor of theology before being
elected a fellow. After returning from military service as a chaplain’s
assistant with the US Army Air Defense Command in Chicago, he enrolled at the
University of Southern California which ultimately led to the MS LS, Med, and
AdvMEd degrees for service as a library administrator. California State
teaching credentials including the general secondary, librarianship, standard
junior college, supervision, administration, and counseling have afforded Dr
Follick an opportunity to complete a 38 year career with Los Angeles from
junior high through junior college levels. Later, study at California College of Law and Blackstone
Law School resulted in the LLB degree, and with continued study the JD degree
was granted for a thesis entitled The Element of Discretion Inherent in
Administrative Adjudication. Service as a law librarian followed at Glendale
University College of Law. Ultimately Dr Follick served as a library director
at Cleveland College Los Angeles in what is now Cleveland University Kansas
City, and earned his DC degree; continuing at Cleveland he was appointed
professor of jurisprudence, director of education, dean of student affairs,
dean of education, and finally the rector chaplain of the university. Upon being granted a third sabbatical from Los Angeles a
study of business application to professional schools was initiated at
Antioch University Los Angeles which led to the MA thesis in organizational
management titled Chiropractic Education: A Management Analysis of
Professional Study for the 1990’s. Coming to South Baylo University 17 years ago it has
been a pleasure to serve as a director of the university libraries and
simultaneously at California University of Management and Science as well. Dr
Follick has also taught classes in sociology, social welfare, world history,
business law, organizational development, healthcare law, and business
English. On February 15th 2018 it was an expecial honor to be elected at the
fourth president of South Baylo University. Dr Follick did stand down from the presidency after
nearly three and a half years of service. Although his original agreement was
to serve until February 2022, and he reinforced his intention to retire at
this time, the Board of Trustees did accept an earlier transition in the
appointment of Andrew S. Cho, BA JD MPH moving from his previous appointment
and service at the South Baylo University Vice President and General Counsel
a number of years ago. He succeeds Dr Edwin D Follick who will continue to
serve the university as its Interim Library Director and will assist in the
leadership transition. Chaplain Follick extended his every good wish and

self-governing independent anglican episcopal community worldwide. The Episcopal Free Communion - The Episcopal Free Church
(Old name: Free Protestant Episcopal Church) is a large group of Anglicans of
all varieties of churchmanship from Anglo-Catholic (High Church), Evangelical
(Low Church), Latitudinarian (Broad Church), Charismatic and Liberal. All of
the Provinces of the Communion are autonomous, comprising self-governing
churches and families of churches around the world. This Communion was established in England on 02 November
1897 by a union of several small British episcopates established in the
1870s, independent of the Church of England:
The Most Rev'd Leon Checkemian (1848 - 1920), an
Armenian Uniate bishop had moved to Britain and became an Anglican and served
as the first primate of the new Church. The mission of the Episcopal Free Communion was to act
as a reunion church among the various Protestant bodies, possessing valid
Catholic sacraments and thus avoiding the objections raised by the Holy See
to the Holy Orders of the Church of England. The 1662 Book of Common Prayer
was the normative liturgy, while the 1878 Constitution and Canons of the
Reformed Episcopal Church in Great Britain were adopted. Checkemian was
elected the first Primus as Mar Leon, and the Pro-Cathedral of the church was
St Stephen’s Church, East Ham. In 1900, Checkemian retired from the Primacy
in favour of Stevens, also passing to him the headship of the United Armenian
Catholic Church of the British Isles, a body for Armenian expatriates that he
had founded in 1889. In 1917 the Episcopal Free Communion was legally
recognized by the English courts when one of its clergymen was declared
exempt from military service by virtue of his ordination. Currently The Episcopal Free Communion is a communion of
free anglican churches around the world, living an anglican reconciliation
and unity. The following Mission statement was approved, in General Synod
2012, in Bolivia, with an initial theme statement “No
matter who you are or where you are on your spiritual journey you
are welcome to our table. The Gifts
of God are free!” Mission The spirituality of our ecclesiastical communion is
inclusive, equitable and ecumenical. We are Christians on pilgrimage to and in Jesus
Christ. We believe that the Word of God in the Hebrew and
Christian Scriptures contains all necessary for Salvation. We live the Apostolic and Sacramental
Traditions expressed in the first four councils of the church. We accept as symbols of the faith the Apostolic, Nicene
and Athanasius Creeds. We rejoice in our freedom in Christ. We respect all
primates and leaders of the Christian world but we live and minister without
being subject to any primate beyond our jurisdiction and/or any primates
elected by other persons or in secret. We are not subject to any European monarch. “Anglican

for a just society. We reject all forms of Imperialism and violence whether
physical, economic, psychological or other. We promote actions in favour of
the Universal Human Rights Declaration with the purpose of making the Kingdom
of God present here and now. Apostolic
Succession This Church holds valid Apostolic Succession derived
from the Armenian Catholic Church, the Syrian Orthodox Church, the Roman
Catholic Church, and the Church of England (through the Reformed Episcopal
Church of the United States of America). These lines were in the
jurisdictions that united in 1897 to found the Free Protestant Episcopal
Church. Identity
The Episcopal Free Communion is a confederation of independent and autocephalous Denominations or Churches exercising identity in particularity resulting from the autonomy of every individual Church. Each Church : - exists in harmony with one another and follows a spirituality and practice within an Anglican ethos. - only accepts any form of centrality as part of a world-wide family of Churches This ecclesial model is both catholic and protestant as understood in traditional terms. Each Province contains Churches or Denominations having their own jurisdiction and diocesan structures. Any Church having it’s own canonical organisation is named within that Province, the latter title being reserved to that of the Episcopal Free Communion itself. Where there is no Denominational title it is assumed that the Provinces are not only those of the Episcopal Free Communion (a confederation or family of Churches) but are of the Episcopal Free Church. Some of these may also prefer to use the original title; the Free Protestant Episcopal Church or the Free Protestant Episcopal Church of England.
